When a manager-level employee joins the company during an ongoing allocation cycle, they will not receive a budget until the next scheduled allocation cycle. The system ensures that budgets are allocated based on the predetermined cycle and rules, so the employee will be included in the allocation process starting with the next cycle. 

Note: If needed, manual allocation can be performed to allocate the budget earlier.
